i think that some of the book stores in HCMC have art supplies . i went to a book store in HCMC and it had more than one floor but on the upper floors there were places that sold school supplies and other stuff which i think included paints,and other art supplies.sorry i don't remember what road it was on.i hope i helped you.
Not a problem, located on on Le Loi a few blocks from the Rex Hotel, probably about where Pasteur crosses is a good place to start looking. Lining Le Loi (the main drag in city centre) are all kinds of little office, art supply stores, selling everything from sketch pads to oils and canvas. Vietnamese are very creative, so quality tools to paint and draw with are easy to come by in Vietnam. Doug @ http://vietnam-now.com
